Abused and neglected children - who most of all need stability in their lives - all too often are bounced from social worker to social worker and foster home to foster home before they are finally returned to their families or put in institutions.
That was the message of two separate groups of child advocates at the state Capitol Tuesday who were pushing for reforms in the overburdened and often criticized foster-care system.
